This Statement sets out the fundamental position and commitments of World Brain Organization ("WBO") regarding fairness and integrity in its standards, certification, competition, and verification work.
1. Fundamental Position
WBO treats fairness and integrity as the baseline on which the standards system operates. The long-term value of any standard rests on the consistency of its rules, the explainability of its assessments, and the reviewability of its outcomes. Without fairness and integrity as a foundation, no capability expression, certification result, or competition outcome can serve as a credible basis for reference.
2. Fairness Principles
WBO observes the following fairness principles across its standards, certification, and competition work:
· Consistent rules — the same standard maintains consistent definitions, assessment logic, and interpretive criteria across regions and contexts, reducing misreading and bias that may arise from differences in resources, expression, or access to information;
· Explainable process — capability evaluation shall rest on grounds that can be articulated, rather than on singular subjective judgment; the explainability of the assessment process and the reviewability of its conclusions carry equal weight;
· Comparable outcomes — results produced under consistent rules shall be understandable and comparable across regions and systems;
· Equal opportunity — participation in standards and competitions shall not be unreasonably restricted by factors unrelated to capability. WBO works to reduce unnecessary barriers to access in the design of its standards.
3. Integrity Principles
WBO upholds the following integrity requirements in the operation of its standards system:
· Authenticity — certification results, competition outcomes, verification records, and certificate information shall truthfully reflect actual performance; fabrication, alteration, and misleading presentation are prohibited;
· Anti-fraud — WBO prohibits all forms of cheating, result manipulation, and rule abuse in certification assessments, competition events, and verification queries; WBO reserves the right to take corrective action against integrity violations, including revocation of relevant certifications, records, or qualifications;
· Conflict-of-interest management — parties involved in standards development, assessment execution, or outcome review shall avoid conflicts of interest that may compromise the objectivity and fairness of their judgment;
· Version integrity — standards and rules shall be referenced and used on the basis of officially published versions; citation or use of altered, abridged, or mixed-version materials as if they were an official WBO version is prohibited.
4. Fairness & Integrity in Assessment
In the assessment practices of its certification and competition work, WBO applies fairness and integrity in the following ways:
· the standards, rules, and procedures governing an assessment are made available or communicated in advance of the assessment;
· assessment execution follows published standards and procedures and is not adjusted on an ad hoc basis for individual cases;
· assessment outcomes are supported by traceable grounds and can be reviewed where necessary;
· where a participant disagrees with an assessment outcome, a formal channel for review or appeal is available.

5. Integrity Violations
Where conduct that may violate integrity requirements is identified, WBO may take investigative and corrective measures within a reasonable scope, including but not limited to:
· suspending or revoking relevant certifications, performance records, or qualifications;
· restricting or terminating the participation eligibility of the individual or institution concerned;
· updating the status of relevant records in the verification system (e.g., to Suspended or Revoked);
· reserving the right to pursue further action to the extent permitted by applicable law.
Handling will follow published policies and procedures, ensuring that the basis for action is clear and traceable, and that the right of the party concerned to submit an appeal is preserved within reasonable limits.
6. Role Boundary
WBO is an independent, non-governmental institution. It does not represent any governmental authority. WBO's standards, certification, and competition systems are designed to support transparent, comparable evaluation and responsible recognition. They are not intended to replace formal education systems, government-recognized licenses, academic degrees, or credentials with governmental legal effect.
The principles set out in this Statement apply within the scope of the WBO standards framework and WBEO operational procedures.
