This Review, Appeals & Data Requests Policy (the "Policy") explains how you may request a review of, or appeal against, certification results, competition outcomes, verification records, or other key records within the World Brain Organization ("WBO") system, and how you may exercise rights related to your personal data. WBO is committed to handling such requests within a framework that is consistent, explainable, and traceable.
1. Scope
This Policy applies to the following types of requests:
· Review requests — requests for verification of the accuracy of certification results, competition outcomes, verification records, or other key records;
· Appeal requests — formal objections to decisions that have been made (including changes to certification results, suspension of qualifications, revocation of records, and similar actions);
· Correction requests — requests to correct factual errors in records caused by data entry, system processing, or other reasons;
· Data requests — exercise of rights related to personal data, including access, rectification, deletion, restriction of processing, or data portability (specific rights depend on applicable law).
2. Review
When a Review May Be Requested
You may submit a review request to WBO when you believe that a certification result, competition outcome, verification status, or other key record contains a factual error, a scoring discrepancy, or a data-entry mistake.
Basic Rules for Reviews
· Review requests shall be submitted within a reasonable period after the result is published or the record is generated; specific time limits are set out in the rules of the relevant program.
· Review requests shall be submitted in writing, identifying the record in question, the matter in dispute, and the supporting grounds.
· WBO will examine the matter against the standards version and assessment rules that applied when the record was produced.
· The outcome of the review will be communicated to the requester in writing.
Scope and Limitations of Review
A review addresses factual accuracy and the correctness of rule application. It does not reopen discussion of the standards themselves or the assessment framework. Where a review involves a difference in understanding of standards definitions, WBO will rely on the standards version that was in effect at the time the record was generated.
3. Appeals
When an Appeal May Be Filed
You may file a formal appeal when you believe that a decision made by WBO or WBEO involves a procedural error, an incorrect application of rules, or a failure to give adequate consideration to relevant facts. Common grounds for appeal include:
· a change to or revocation of a certification result;
· an adjustment to or cancellation of a competition outcome;
· the suspension or termination of a qualification;
· a change in verification status (e.g., from Confirmed to Suspended or Revoked).
Basic Rules for Appeals
· Appeals shall be filed within a reasonable period after the decision is communicated; specific time limits are set out in the rules of the relevant program.
· Appeals shall be submitted in writing, identifying the decision in question, the grounds for appeal, and the supporting evidence.
· WBO will assign the appeal for review to personnel or a mechanism that was not involved in the original decision.
· The outcome of the appeal will be communicated to the appellant in writing, together with the basis for the decision.
Scope and Limitations of Appeals
An appeal addresses the compliance and reasonableness of a specific decision. It does not constitute a challenge to the standards framework or assessment principles themselves. WBO reserves the right to make final determinations on appeal outcomes.
4. Corrections
Where a record contains a factual error caused by data entry, system processing, or other technical reasons, you may submit a correction request to WBO.
· Correction requests shall identify the error, provide the correct information, and include supporting grounds.
· WBO will make the correction within a reasonable period after verification, or explain the reasons for not making the correction.
· Once a correction is completed, the corrected record will be placed on a traceable path and updated in the verification system accordingly.
5. Data Requests
For the exercise of personal data rights, this Policy applies together with the Privacy & Data Policy. To the extent permitted by applicable law, you may have the following rights:
· Access and rectification — to access your personal information and rectify inaccurate content;
· Deletion — under certain conditions, to request deletion of your information;
· Restriction or objection — under certain conditions, to restrict or object to certain processing;
· Withdrawal of consent — where processing is based on your consent, you may withdraw it at any time. Withdrawal does not affect the lawfulness of processing carried out before withdrawal;
· Data portability (where applicable) — under certain conditions, to receive a portable copy of your data.
Balancing Data Requests and Record Integrity
WBO's verification and record systems are built on traceability and long-term integrity. When processing data deletion or rectification requests, WBO must maintain a reasonable balance between individual data rights and the integrity of its records. To the extent permitted by applicable law, WBO may retain specific records for the following reasons:
· to fulfill legal obligations;
· to preserve the integrity and traceability of the verification system;
· to support dispute review and long-term audit requirements.
Where a request involves any of the above circumstances, WBO will explain this in its response.
6. How to Submit
All review, appeal, correction, and data requests shall be submitted through the channels officially published on the Website. To facilitate handling, a request should include:
· your identity and contact information;
· the type of request (review / appeal / correction / data request);
· identifying information for the record concerned (such as certificate number, record identifier, or program name);
· a specific description of the matter in dispute or the content of the request;
· supporting evidence or documentation, where available.
To safeguard information security, WBO may need to verify your identity to a reasonable extent.
7. Response Timeline
WBO will respond within a reasonable period after receiving a complete request. Processing times may vary depending on the type of request, its complexity, and the nature of the records involved.
Where additional time is needed, WBO will inform the requester within a reasonable scope.
8. Handling Principles
WBO observes the following principles in handling all requests:
· the standards version and rules in effect at the time the record was generated serve as the basis for handling;
· the handling process remains traceable, with key steps and conclusions documented;
· the outcome is communicated to the requester in writing, together with the basis for the decision;
· where a request involves personal data, the relevant provisions of the Privacy & Data Policy also apply.
9. Related Policies
This Policy forms part of WBO's broader governance framework alongside the following:
· Privacy & Data Policy — rules governing the collection, use, and protection of personal data;
· Fairness & Integrity Statement — fairness and integrity principles and the handling of violations;
· Standards Versioning & Update Policy — version management and citation rules.
Where different policies address the same matter and appear to differ, the policy most directly relevant to the matter at hand shall prevail.
