The Research Framework explains how WBO studies, articulates, and continuously refines the key concepts and practical pathways of cognitive capability. Its purpose is to provide a shared public reference — one that can be communicated across cultures, cited over time, and applied responsibly within clear boundaries.
Research Focus
WBO focuses not on isolated skills, but on transferable meta-ability structures and how they develop: how capabilities are described, how they grow, how they can be verified with greater reliability, and how they can be adopted responsibly in education, human development, and related settings. In parallel, we maintain sustained attention to fairness, privacy, and the protection of minors, to prevent capability language and practice from being misused or oversimplified.
Core Principles
WBO's research work is guided by three principles.
Reviewability — core claims and key conclusions can be examined and re-examined, rather than resting on authority alone.
Iterability — frameworks may evolve as new evidence and practice-based feedback emerge. The value of research lies not in delivering a final verdict, but in remaining useful under long-term use and ongoing refinement.
Explainability — key concepts and boundaries are expressed as transparently as possible, avoiding conclusions that lack an interpretable path.
Outputs and Boundaries
Research outcomes are released in maintainable, citable forms: framework and terminology references, public reports and reviews, methodology and standards documents, and practical application guidance.
Within the WBO system, standards are a staged public expression of research progress. Mechanisms such as certification, competitions, and the Personal Growth Portfolio may serve as vehicles for capability expression and growth evidence, but they are not the purpose of research itself.
Governance and Boundaries
WBO maintains version records and public accountability, prioritizes cross-cultural applicability and fairness, and places privacy and the protection of minors at the forefront. This framework provides a reference for research and standards expression; it does not replace any national or regional administrative licensing system or academic credentialing system.
