How WBO Defines "Standards"

For WBO, a "standard" is not a fixed conclusion. It is a form of expression that can be clearly stated, meaningfully examined, and responsibly revised over time.

Standards support shared understanding of key concepts, promote consistent interpretation across settings, and clarify scope and boundaries where necessary. Their value lies not in creating barriers, but in making capability expression and practical communication clearer, more alignable, and more traceable.

Within the WBO system, standards are grounded in the Five Meta-Abilities Framework and the Cognitive Standards Framework (CSF). Their concrete forms include capability framework documents, level structures, assessment principles, and rule texts — together serving the operation of the Certification System, the Competition System, and the Verification Center.

How WBO Ensures Credibility and Sustainability

WBO's methodology is oriented toward long-term credibility and sustainable adoption. It is reflected in the following commitments.

Reviewable foundations — core concepts and conclusions rest on grounds that can be examined, rather than on authority alone.

Stable expression — key definitions and interpretive criteria remain consistent under repeated use and do not drift in meaning across contexts.

Explainability — key judgments and assessment logic are expressed transparently, avoiding conclusions that lack an interpretable path.

Cross-cultural applicability — standards and methodology are designed with attention to applicability across groups and cultures, and remain alert to potential bias.

Ethics first — privacy protection, consent boundaries, and the protection of minors are placed at the forefront.

How WBO Manages Change

Standards and methodology are continually refined through ongoing practice and feedback. WBO uses versioned management to maintain the stability of its rules: significant adjustments are published through official channels with a clear version number and effective date.
