Some capabilities are best demonstrated through standardized tasks that reveal stability and reviewability; others are better expressed through contextual tasks and output that show transfer and quality of expression. Framework Documents remain stable over the long term; Execution Documents — including specific qualification thresholds and scoring rules — may be updated on the basis of practice feedback and annual calibration.
