The Certification Execution Body Under the WBO Standards Framework

WBEO operates on the principle that cognitive capability is developable. Organization & Mandate

WBEO (World Brain Elite Organization) is the official certification execution body operating under the WBO capability framework and governance system. Within the WBO certification system, WBEO assumes responsibility for administrative management and operational delivery.

WBEO's mandate includes: the organization and management of certification activities, the coordination and oversight of examination processes, the review and administration of results and records, the numbering and issuance of certificates, and the maintenance of certification archives and administrative compliance. All certification activities are carried out in accordance with the capability level structures and assessment principles published by WBO.

WBEO does not set or revise global capability standards, nor does it independently develop certification frameworks or assessment systems. Authority over the development, structural revision, and governance oversight of certification standards rests with WBO. WBEO fulfills its execution and administrative responsibilities within clearly defined institutional boundaries.

Certification Administration

WBEO organizes certification operations and administrative management around the cognitive capability dimensions defined by WBO's Key Areas. The Key Areas are grounded in the Five Meta-Abilities Framework established in the White Paper, and span six capability domains: Comprehension & Information Processing, Structured Thinking & Systematic Expression, Reasoning & Judgment, Memory & Knowledge Organization, Creativity & Problem Solving, and Metacognition & Self-Regulation.

Certification programs are developed on the basis of these capability dimensions and released in phases according to maturity. Some directions already have mature practice in place; others will be introduced as research and practice progress.

In the course of certification operations, WBEO is responsible for application review, examination coordination, result verification, archive management, and certificate production, numbering, and issuance. Every certificate carries a unique identifier and is entered into a unified record system. WBEO ensures, through standardized execution processes, that certification activities are conducted under principles of openness, fairness, and consistency.

Institutional Structure

WBEO operates within the WBO certification framework. Its institutional position is based on the governance principle of separating standards development from execution.

· WBO is responsible for developing global capability standards, capability level structures, and assessment principles, and exercises governance and oversight over the certification system as a whole;

· WBEO carries out the operational execution and administrative management of certification programs under the standards and framework established by WBO.

This layered structure ensures that the development, implementation, and verification of standards maintain clear institutional boundaries, strengthening the transparency and consistency of the system. WBEO fulfills its execution responsibilities within a defined scope of institutional authority; it does not independently set capability frameworks or assessment standards.

At the governance level, authority over the publication, revision, and interpretation of certification standards rests with WBO. WBEO organizes and delivers certification activities under the established framework and ensures that the execution process conforms to published rules and procedures.

Instructor Framework

To support the regulated delivery of certification programs, WBEO maintains a Certification Instructor Framework that sets out the qualifications, level structure, assessment principles, advancement pathways, and institutional boundaries applicable to instructors. Specific thresholds, assessment details, and operating criteria for each level are defined in the current Execution Documents and may be updated with new versions.

Certificate Verification

All certificates issued by WBEO are verified through the WBO Verification Center. WBEO does not operate an independent verification system. The authenticity and validity of certification outcomes are managed centrally by the WBO Verification Center, ensuring the transparency and traceability of the system.
