Verification Policy

1. Authority and Governance Principles

WBEO conducts certification work in accordance with the cognitive capability standards framework established by WBO, and bears governance responsibility for the generation, maintenance, and status management of certification records. The issuance, updating, suspension, or revocation of any certification record must be executed in accordance with established standard procedures and internal review mechanisms. The organization retains authority to manage and adjust the status of certification records; the exercise of that authority is conditional on clear standards-based grounds and adherence to procedural requirements.

2. Record Governance and Data Control

Certification records form part of the WBO / WBEO standards database and are archived and maintained by the organization. Certificate holders have the right to query and verify their own certification records, but may not alter the content of database records directly. Any update or correction to a record must be completed through the organization's formal review process.

3. Suspension and Revocation Policy

The organization may, in accordance with standard procedures, suspend or revoke a certification record under the following circumstances: the provision of false information or the presence of fraudulent conduct; violation of certification standards or organizational regulations; improper use of a certification identity or misleading external representation; material lapse of the conditions on which certification was granted; and other compliance issues confirmed through organizational review.

All suspension and revocation decisions must be confirmed through internal review procedures before taking effect, and are governed by the organization's final record.

4. Limitations of Responsibility

Verification results reflect only the current status of a certification record within the standards database. The organization does not bear responsibility for the degree to which a certification record is recognized by third-party institutions, nor does it warrant the record's effect within any particular legal, educational, or professional framework. A certification record may not be construed as direct grounds for government authorization, professional licensure, legal certification, or organizational governance authority.

5. Right of Final Interpretation

The organization retains the right of final interpretation over certification record management policies and related verification outcomes. All certification records and their current statuses are governed solely by the information held in the organization's database.
