Competition Matrix Formed A competition category structure spanning multiple capability domains has been established, providing a corresponding format framework for different modes of capability expression.

Rules and Governance Framework in Place At the principles level, a competition rules structure and governance framework have been established — setting out role boundaries, conflict-of-interest principles, and the direction of fair design. This provides a common reference for consistent competition operation.

Pilot Mechanisms Initiated Mechanism testing and structural validation have been launched across selected capability domains, building practical experience to inform subsequent rule refinement and operational adjustment.
