1. Name and Positioning

1.1 System Name

Official Name: WBEO Memory Master

1.2 System Positioning

WBEO Memory Master is a star-based certification system for specialized memory capability established under the WBEO framework. It is used to confirm that an applicant has met the corresponding star-level standard in a specific memory event.

The system adopts a 15 structure. It focuses on advanced performance within a single specialized memory event, rather than overall memory level performance.

1.3 Purpose

The WBEO Memory Master system provides a defined pathway for specialized advancement alongside the World Memory Level (WML) framework.

Its main purposes are to:

· provide applicants with progressive goals for specialized memory capability;

· establish an advanced single-event certification pathway on the basis of the WML comprehensive level system;

· provide clear and verifiable certification records for applicants who reach higher specialized standards;

· provide a transitional reference for future participation in higher-level competitions, specialized challenges, or international exchange.

1.4 Relationship with WML

WBEO Memory Master and World Memory Level (WML) are related but independent certification systems.

· WML: used to assess an applicant’s comprehensive level performance across multiple memory events;

· WBEO Memory Master: used to assess an applicant’s advanced performance in a specific specialized memory event.

A WML level does not automatically constitute a WBEO Memory Master star level.
A WBEO Memory Master star level does not constitute a WML comprehensive level.

The two systems may serve as mutual references for capability interpretation, but they do not replace each other.

2. Certification Events

2.1 Current Events

WBEO Memory Master currently includes the following three specialized certification events:

1. 5-Minute Numbers Memory

2. 5-Minute Binary Digits Memory

3. Speed Cards Memory

2.2 Event Inclusion Principles

At the current stage, WBEO Memory Master gives priority to events with the following characteristics:

· clear rules;

· a high degree of material standardization;

· objective scoring methods;

· ease of implementation, recording, and review;

· strong alignment with the current teaching, training, and certification system.

Future inclusion, adjustment, or expansion of events will be governed by the officially released WBEO execution version.

3. Star Structure and Standards

3.1 Star Structure

WBEO Memory Master adopts a 15 structure.

Star levels are used to indicate the applicant’s capability stage within the corresponding specialized event. A higher star level represents higher requirements in capacity, speed, accuracy, stability, or task difficulty within that event.

3.2 Star-Level Positioning

The basic positioning of each star level is as follows:

· 1: Entry stage of specialized certification

· 2: Intermediate stage of specialized capability

· 3: Baseline stage of specialized mastery

· 4: Advanced specialized master stage

· 5: Highest specialized master stage

Star levels identify the applicant’s certification status in the corresponding event. They do not constitute a direct judgment of the applicant’s overall capability, comprehensive level, or performance in other events.

3.4 Principles for Standard Interpretation

The above star-level standards are set with reference to the following factors:

· alignment with the World Memory Level (WML) system;

· reference to high-level performance in memory events;

· relative difficulty balance across different events;

· training attainability, institutional clarity, and reviewability of execution.

Specific event procedures, material requirements, scoring rules, and result determination details are governed by the current officially released WBEO execution version.

4. Certification Pathways and Assessment Settings

WBEO Memory Master follows the principle of unified standards, multiple pathways, and equivalent results.

Applicants may obtain qualifying results through recognized competition results, WBEO specialized certification assessments, or synchronized challenges during WML sessions. Results obtained through different pathways must meet the same event standard, star-level standard, and recognition requirements before entering the certification confirmation process.

4.1 Pathway One: Recognition Based on Approved Competition Results

Applicants may apply for recognition of the corresponding event and star level using official results from WBEO-recognized competitions.

Applicable principles:

· the competition must fall within the scope recognized by WBEO;

· the result must be an official and verifiable result;

· the relevant records must be available for verification;

· the event and star-level standard must correspond consistently.

4.2 Pathway Two: WBEO Specialized Certification Assessment

Applicants may participate in a specialized certification assessment organized by WBEO and challenge a Memory Master star level in a single event.

Applicable principles:

· the assessment is conducted as a specialized certification setting;

· the event is conducted independently;

· WBEO-specified materials, procedures, and scoring standards are used;

· the result is determined according to the corresponding event and star-level standard.

4.3 Pathway Three: Synchronized Challenge During a WML Session

Applicants participating in a World Memory Level (WML) certification session may apply to challenge a Memory Master star level in a specific event at the same time.

Applicable principles:

· the applicant must submit the challenge request at registration or before the assessment;

· if the event result meets the corresponding star-level standard, it may enter the WBEO Memory Master recognition process;

· a synchronized challenge during a WML session does not constitute automatic granting of a Memory Master star level;

· final recognition must still meet WBEO Memory Master standards and review requirements.

4.4 Relationship Among Pathways

Regardless of the pathway through which an applicant obtains a result, the final certification result has equivalent record validity, provided that the result meets the same event standard, star-level standard, and corresponding recognition requirements.

The pathway affects only the setting in which the result is obtained. It does not alter the star-level standard itself.

5. Attempt Rules and Special Requirements for Higher Star Levels

5.1 12

12 may be challenged through the following settings:

· synchronized challenge during a WML session;

· WBEO specialized certification assessment;

· application based on WBEO-recognized competition results.

Attempt rules:

· within the same official certification session, up to two official attempts may be allowed;

· the best official result may be used as the basis for recognition;

· whether the two-attempt mechanism applies to a specific event is governed by the current execution rules.

3 may be challenged through the following settings:

· synchronized challenge during a WML session;

· WBEO specialized certification assessment;

· application based on WBEO-recognized competition results.

Attempt rules:

· only one official result is recognized;

· the two-attempt best-result mechanism does not apply;

· the result must meet the corresponding 3 standard and relevant recognition requirements.

5.3 45

45 may only be obtained through the following settings:

· WBEO specialized certification assessment;

· WBEO-recognized competition results.

Non-applicable setting:

· 45 cannot be obtained directly through a synchronized challenge during a WML session.

Attempt rules:

· only one official result is recognized;

· the two-attempt best-result mechanism does not apply;

· the result must meet the additional review and verification requirements for higher star-level certification.

5.4 Special Requirements for Higher Star Levels

To maintain the credibility and review completeness of higher star-level certification records, 45 are subject to enhanced certification conditions.

4 Requirements

4 certification should apply enhanced certification conditions, including but not limited to:

· assignment of a formal chief examiner;

· full video recording;

· complete result archiving;

· reviewable materials, answer sheets, and results;

· formal post-assessment review.

5 Requirements

5 certification should apply the highest level of enhanced certification conditions, including but not limited to:

· assignment of a formal chief examiner;

· full video recording;

· complete result archiving;

· reviewable materials, answer sheets, and results;

· dual review mechanism;

· no final grant is confirmed before the review is completed.

5.5 Final Confirmation of 5

Final confirmation of 5 may be completed through methods including but not limited to:

· on-site chief examiner confirmation plus post-assessment senior review;

· joint confirmation by two reviewers;

· other review methods specified by WBEO in its execution documents.

Specific execution forms, review roles, and confirmation procedures are to be defined separately by WBEO in execution documents.

6. Result Recognition, Granting, and Review

6.1 Principles for Result Recognition

After an applicant reaches the official standard for the corresponding star level in the corresponding event, the applicant may apply for recognition of that event and star level.

Result recognition is based on official records. The relevant result must comply with event rules, assessment procedures, material requirements, and review conditions.

6.2 Granting Method

WBEO Memory Master is granted by single event and single star level.

Examples:

· WBEO Numbers Memory Master · 3

· WBEO Binary Digits Memory Master · 2

· WBEO Speed Cards Memory Master · 4

Specific display names may be standardized according to event English names, certificate format, or verification system fields.

6.3 Multiple Events

Applicants may obtain different star levels in different specialized events.

Certification results for each event are recorded, displayed, and verified independently.
A star-level result in one event does not automatically apply to other events.

6.4 Certification Result Formats

Certification results may be reflected through the following forms:

· official electronic record;

· official verification page;

· official certificate or certification document;

· official portfolio record.

The specific presentation format is governed by the current WBEO certification execution rules and the settings of the WBO verification system.

6.5 Review Principle

WBEO reserves the right to review all Memory Master results.

For 45 certification results, a higher level of review and confirmation should be applied. Review materials may include result records, assessment materials, answer sheets, video recordings, chief examiner records, and other relevant supporting materials.

6.6 Non-Confirmation, Suspension, or Revocation

WBEO has the right to refuse confirmation, suspend confirmation, or revoke a certification result in any of the following circumstances:

· materials or result records cannot be effectively verified;

· proctoring or assessment procedures seriously fail to comply with the rules;

· cheating, alteration, falsification, or similar misconduct is identified;

· major doubts exist regarding result records, material sources, or the assessment process;

· other circumstances are sufficient to affect the authenticity, fairness, or credibility of the certification result.

6.7 Stability of Standards

This standard should remain relatively stable within a complete training cycle and should not be adjusted frequently.

WBEO may conduct periodic review of the standards based on event development, result distribution, execution feedback, and system development needs, and may release a new version when necessary.

After a new version is released, valid certification results obtained under previous versions retain their recognition effect under the corresponding version.
